Objective

To implement the concept of "Promoting Green & Sustainable Production" by providing financial assistance for environmental compliance and renewable energy adoption in textile MSMEs.

  • ETP: 70-75% subsidy up to ₹1 Crore
  • ZLD: 40-75% subsidy up to ₹10 Crore
  • Solar Rooftop: 30-50% subsidy up to ₹50 Lakh

Textile manufacturing units engaged in ginning & pressing, spinning, weaving, dyeing & processing, garment manufacturing, and related activities.

Eligibility Criteria

Basic Requirements

  • Must be registered as Micro, Small, or Medium enterprise under MSME Act, 2006
  • Must have filed Udhyam Registration Certificate (URC) and Haryana Udhyam Memorandum (HUM)
  • Must be in commercial production (subsidy not released to closed units)
  • Must be a textile manufacturing unit engaged in value chain activities

Technical Requirements

  • Must have obtained NOC/CLU from competent Authority, if applicable
  • Must comply with environmental regulations
  • Equipment must be purchased and installed between 19.12.2022 and 18.12.2025
  • Must not be availing similar incentives under HEEP 2020

Application Process

Prepare Documents

Gather all required documents including URC, HUM, CA certificate, invoices, and technical certificates.

Submit Application

Submit application on prescribed Form (Annexure-1) with all documents to Director General, Directorate of MSME within 4 months of installation.

Processing & Review

Application will be processed and examined at Directorate level. Deficiencies, if any, will be communicated within 7 days.

Approval & Disbursal

State Level Steering Committee will evaluate and approve. Grant will be released after complete installation and verification.

Block categories (A, B, C, D) are determined by the Haryana government based on development indicators. Higher subsidies are provided to less developed areas (C and D categories) to promote industrial development.

Is there any penalty for false information?

Yes, if false information is found, the applicant must refund the assistance with compound interest @ 12% per annum, face legal action, and be debarred from future incentives. The amount will be recovered as arrear of land revenue.
